Softwares like Netcool, Ciscoworks are paid, while there are freewares like mrtg. A google search should bring up a lot more.
When you say monitor, what exactly do you mean. mrtg is mostly for bandwidth utlization. When you say ids monitoring, do you mean the health of the device, that is if the device is up and running. For the host status you would need something like netcool.

No, I meant every thing not only health of the device, like TCP connections, Alert messages, log file, etc

Softwares like netcool,nagios,hp openview might assist in some of the things like device uptime, tcp connections, cpu and mem utilization. For alerts the device should be programable to alert you through email, pager etc. For logging, you can use a syslog server.
